The final compromise text of the new Procurement Directives has finally been published by the European Council. The Directives are expected to be adopted in early 2014 and EU Member States will be required to implement the Directives into national law within 2 years. The UK has announced that it plans to transpose the Directives early.
The briefing will provide an overview of the key provisions and major changes for contracting authorities, which include revised competitive dialogue and negotiated procedures and a new innovation partnerships procedure, revised rules relating to the use of framework agreements, codification of caselaw on material variation and public-public arrangements, as well as new mandatory and discretionary grounds for exclusion at selection stage.
